Program History

Utah state officials and other leadership have examined road usage charging over the span of two decades. Extensive research has been conducted at the direction of the State Legislature in response to Utah's evolving transportation funding needs. In 2020, Utah became the second state to launch a road usage charge program. The program initially included electric vehicles (EVs), plug-in hybrid electric vehicles (PHEVs), and hybrid vehicles, with eligibility and rates evolving over time.
